Retrospective validation of prior customs actions: amended definitions and scope deemed effective to treat past acts and notifications as valid. Anything done, duty performed, or action taken under the specified Chapters before amendment is deemed valid, and notifications appointing or assigning functions to customs officers are treated as validly issued; the amended definitions and scope provisions corresponding to sections 2, 3 and 5 are deemed to have had effect at all material times, and pending proceedings arising from such actions are to be disposed of under the Customs Act as amended.
