Electronic Cargo Tracking System compliance requires sealed ECTS cargo, endorsed transhipment declarations and submission at exit and discharge. Permission for transhipment requires the proper officer to ensure cargo is sealed with ECTS seals and seal details entered into the web application, endorse all three copies of the declaration of transhipment with the ECTS seal number, retain one copy, and give two copies to the person in charge; the authorised carrier must submit one endorsed copy at the land customs exit and hand the other to customs at the port of final discharge in Nepal.
