The carrier is responsible for transporting goods by rail or rail-cum-road to Nepal's final discharge port. They must procure Electronic Cargo Tracking System (ECTS) seals at their own expense, execute a general bond as directed by the proper officer, and file a triplicate declaration of transhipment using the specified form, accompanied by a commercial invoice copy.
