National Commission for Backward Classes created to investigate safeguards, inquire complaints and advise on socio economic development. Creation of a National Commission for Backward Classes comprising a Chairperson, Vice Chairperson and three Members appointed by the President, with procedure and terms set by rule. The Commission must investigate and monitor safeguards, inquire into complaints, advise on socio economic development, evaluate progress, and present reports with recommendations. While investigating or inquiring it has the powers of a civil court to summon persons, require documents, receive affidavit evidence, requisition public records and issue commissions. Reports to Parliament and State Legislatures must be accompanied by memoranda explaining action taken or reasons for non acceptance, and governments must consult the Commission on major policy matters affecting these classes.
