Removal of difficulties power allows government to make orders addressing implementation issues, with council recommendation, Gazette publication and legislative laying. The Government, on Council recommendation, may issue Gazette published general or special orders not inconsistent with the Act or subordinate rules to remove difficulties in giving effect to the Act; such orders are subject to a temporal limitation and must be laid before the State Legislature as soon as practicable.
