          <h1>Removal of difficulties power permits government to issue orders to address implementation issues, subject to council recommendation.</h1> Government may, on the recommendation of the Council, by general or special order published in the Official Gazette, make provisions not inconsistent with the Act or rules to remove difficulties in giving effect to the Act. Every such order shall be laid, as soon as may be, before the State Legislature. The power is subject to a statutory temporal limitation restricting its exercise after the expiry of the transitional period.
