Detention, seizure and release of goods and conveyances in transit arise when goods are transported or stored in transit in contravention of the Act or rules. Release is permitted on payment of the prescribed penalty or on furnishing security equivalent to the amount payable, and no detention or seizure can occur without service of an order on the transporter. The proper officer must issue notice within seven days, pass an order after hearing the person concerned, and on failure to pay within fifteen days, the goods or conveyance may be sold or otherwise disposed of to recover the penalty.
