Bilateral safeguard commencement: measures start on official Gazette notification; provisional measures may take effect from imposition. Bilateral safeguard measures under the India-Japan CEPA take effect from publication of the notification in the Official Gazette, except where a provisional measure has been imposed and the Director General has found that increased imports have caused or threaten to cause serious injury; in that case the notification must specify that the measure takes effect from the date of imposition of the provisional measure.
