Preliminary safeguard findings allow recording and public notification when increased imports threaten domestic industry. The Director General may, after conducting an expeditious investigation, record a preliminary finding of serious injury or threat thereof from increased imports of an originating good, and must issue a public notice and send copies to the Central Government (Ministry of Commerce and Industry and Ministry of Finance) and to the Government of Japan.
