Safeguard investigation initiation requires evidence of increased imports, serious injury and a causal link before action may commence. The Director General shall initiate an investigation on a domestic producer's written application, in specified form, when supported by evidence of increased imports, serious injury or threat to the domestic industry, a causal link between imports and the alleged injury, and that reduction or elimination of customs duty under the Trade Agreement contributes significantly to the import increase; applicants must state adjustment efforts. The Director General must verify accuracy and adequacy of evidence before initiating and may also initiate suo moto on satisfactory information from Customs or other sources.
