Authorized representative filing: authorization required before hearing, disclose relationship or employment capacity and present authorization document at commencement of hearing. An authorized representative appearing for an applicant at a hearing must file a document authorizing the appearance before the commencement of the hearing; if the representative is a relative the document must state the nature of the relationship, and if regularly employed by the applicant it must state the capacity in which the representative is employed.
