Signing of notices: Commission communications must be signed by designated officers; personal in hearing directions are exempt. Regulation 4 requires that any requisition, direction, letter, authorization, order or written notice issued by the Commission be signed by the Chairman, a vice Chairman, any other Member of the Commission or by the Secretary, while excluding requisitions or directions personally issued by the commissioner during the course of a hearing to an applicant, commissioner or authorised representative from that signing requirement.
