Removal of warehoused goods requires an order under the statute and affixing a one-time-lock on the transport. A licensee may not remove warehoused goods for export except by an order under the governing statutory provision; when the bond officer permits removal, the licensee must, in the bond officer's presence, load the goods onto the means of transport and affix a one-time-lock to that transport.
