Receipt of goods from customs station: licensee must verify one-time locks, reconcile quantities, and report discrepancies promptly. The licensee must verify the integrity of the one-time-lock before unloading, refuse unloading and notify the bond officer if the lock is not intact, and where intact reconcile received quantities with the bill of entry for warehousing and the invoice. Any discrepancy must be reported to the bond officer within twenty-four hours. The licensee must endorse the bill of entry with quantities received, retain copies of the bill and transportation document after endorsing them as acknowledgment, record the goods, and deliver acknowledgement of receipt to the proper officer and the bond officer.
