The provision vests administrative discretion to alter rule requirements selectively, subject to a requirement for recorded reasons and prior consultation with the Union Public Service Commission, thereby enabling tailored exceptions while preserving a documented rationale and consultative safeguard for deviations from the prescribed recruitment norms.
