Offences and prosecutions operate as supplemental, non-derogatory measures and remain independent of related orders. The chapter provides that its offences and prosecution provisions are supplemental and not in derogation of other laws, and that these prosecutorial measures are independent of any order under the Act; absence or delay of an order, including on account of limitation or other reasons, is not a defence to prosecution.
