<h1>Regulation 5: Written contract registration required before import for customs assessment under Heading 98.01 project imports</h1> Regulation 5 mandates that any importer seeking assessment of goods under Heading 98.01 must apply in writing, before importation, to the proper officer at the relevant port for registration of the contract. Where clearance is through a different Custom House, required information must be produced from the registration Custom House. Application must be made promptly after obtaining the import licence or requisite governmental clearances and must specify project location, nature of activities, plant capacity, and other assessment-relevant details. It must be accompanied by the original contract, its copy, licence where required, and approved item list. The proper officer, upon satisfaction, registers the contract, allots a number, and returns unnecessary originals.
