Rule 9 - Appointment of the Officers and Employees of the Authority

Appointment and staffing rules require outsourcing preference and limit salary expenditure, govern absorption and disciplinary continuity.

Appointment of officers and employees of the Special Economic Zone Authority is by transfer from SEZs, deputation or absorption from government bodies, promotion, or direct recruitment; the Authority may engage contract or outsourced staff with preference for outsourcing. Categories, numbers and pay scales require Central Government approval. Salary and allowances spending is capped relative to the Authority's own revenues and excess requires Central Government approval. Absorbed Central Government employees are governed by the Central Civil Services (Pension) Rules until Authority rules are made, permanent absorption takes effect on acceptance of options by the Central Government, and disciplinary jurisdiction post absorption depends on the pre absorption appointing authority.
