Power to relax conditions allows exemptions for cargo service providers when compliance is impossible, subject to safety limits. Principal Commissioner or Commissioner may exempt a Customs Cargo Service provider from specified custody and handling conditions where non compliance is due to reasons beyond the provider's control, provided the decision is recorded in writing; exemptions cannot be granted where overall safety and security of the premises would be affected. The Commissioner may also regulate entry of goods into a customs area for efficient handling.
