Section 38 authorises the Inspector-cum-Facilitator to issue written orders or notices to prohibit employment or operations in factories, mines and docks where conditions pose serious hazards or imminent danger, require specified remedial action within set timeframes, and, where prohibitions apply, ensure affected workers receive full wages or alternative employment; the scheme includes extension and appeal pathways, reporting to the Central Government, and powers for the Chief Inspector-cum-Facilitator to modify or reverse orders.
