Central Advisory Board rules for wage-setting: new membership quotas, added journalist/sales staff wage advice, replace older rules
These rules constitute and regulate the Central Advisory Board under the Code on Wages, 2019, superseding the Minimum Wages (Central Advisory Board) Rules, 2011 and related provisions of the Minimum Wages (Central) Rules, 1950 insofar as they pertain to specified Minimum Wages Act functions; they take effect on publication, thereby replacing the prior central framework governing the Board on those matters. They prescribe the Board's composition (including employer, employee, independent and State representatives), a cap on independent members and a minimum women's representation, thereby fixing nomination parameters. They confer additional advisory functions on references regarding minimum wages for working journalists and sales promotion employees, thereby expanding the Board's remit. They set procedural rules for meetings, quorum, voting, circulation decisions, proceedings, and summoning witnesses, and prescribe member terms, re-nomination limits, resignation, cessation for non-attendance, allowances, and disqualifications, thereby operationalising Board functioning and membership consequences.
