      Rate of exchange of one unit of foreign currency equivalent to Indian rupees–Supersession Notification No. 13/2024-Customs(N.T.), dated 15th February, 2024
      Summary: The Central Board of Indirect Taxes and Customs determines rupee-equivalent exchange rates for specified foreign currencies under section 14 of the Customs Act, 1962, to be applied for imported and exported goods with effect from 8th March, 2024, and supersedes the earlier notification except as to things done or omitted prior to supersession. The annexed schedules list separate rates for imported and export goods for each specified currency.

      Inland Container Depots for loading and unloading of goods - Seeks to amend Notification No. 12/97-Customs (NT) dated the 2nd April, 1997
      Summary: The Board amends the principal customs notification by omitting item (xiv) and its corresponding entry in column (4) of the Table against serial number eleven for the State of Tamil Nadu, thereby removing that inland container depot permission for loading and unloading of goods from the notification.

      Extending RoDTEP support for exports made by Advance Authorisation (AA) holders, Export Oriented Units (EOU), Special Economic Zones (SEZ) units
      Summary: RoDTEP is extended to products manufactured by Advance Authorisation holders (except Deemed Exports), Export Oriented Units and SEZ units, with eligible items, rates and per unit caps for these categories listed in a new Appendix 4RE on the DGFT portal. Implementation for AA holders and EOUs runs from 11.03.2024 to 30.09.2024; implementation for SEZ units commences upon ICEGATE IT integration (expected 01.04.2024) and, once operative, continues until 30.09.2024. Revised RoDTEP rates for 25 HS codes in Appendix 4R are also notified, and the scheme validity is extended to 30.09.2024.

      Central Government notifies that no deduction of tax shall be under the provisions of various section of the IT Act 1961
      Summary: No tax shall be deducted at source on specified payments to Units of an International Financial Services Centre where the payee claims deduction under the Section 80LA framework, provided the payee furnishes a verified statement cum declaration in Form No. 1 declaring the consecutive previous years for which the deduction is claimed; the payer shall stop deduction only after receipt of that form and must report all payments exempted from deduction in the prescribed statement. The relief applies only for the years declared in Form No. 1 and is subject to registration and regulatory definitions and secure data procedures to be prescribed by Income tax Systems authorities.

      Ex-post facto extension of due date for filing Form No. 26QE which was required to be filed during the period 01.07.2022 to 28.02.2023 (pertaining to F.Y. 2022-23)
      Summary: A one time ex post facto extension allows specified persons who deducted tax on transfers of virtual digital assets but failed to file Form No. 26QE during 01.07.2022-28.02.2023 to file by 30.05.2023. Fees for late filing and interest on unpaid TDS incurred for the period up to the extended date are waived where non compliance arose from form unavailability or insufficient time to file, and the relief is granted by administrative order as a one time exception.

      Product Designation for Commercial Import of Premium Frozen Duck Meat into India
      Summary: Imports of frozen duck meat under ITC(HS) codes 02074200 and 02074500 intended for supply to hotels and restaurants are classified as "Restricted" when they meet DAHD product parameters. Condition 116 requires importers to furnish (a) a certificate from designated Animal Quarantine & Certification Services officers confirming the goods meet the DAHD Annex parameters and (b) either a Ministry of Tourism certificate confirming a three-star-or-above hotel status or a valid DGFT restricted import authorisation. Other imports under these HS codes remain free.

      Special drive for cancellation of Bond/Bank Guarantee on account of submission of EODC / Redemption Letters issued by the DGFT Authorities — reg.
      Summary: A special administrative drive mandates cancellation of Bonds/Bank Guarantees for EPCG and DEEC licences upon submission of DGFT-issued EODC/Redemption Letters, prioritising licences with QR-coded EODCs for same-day closure after verification and issuance of an acknowledgement; submission must be made to nominated officers or designated email addresses, and nominated nodal officers are available to resolve difficulties.

      Procedure for filing and processing of Bill of Entry amendment requests-reg.
      Summary: Procedure permits importers or customs brokers to file Bill of Entry amendment requests online via the Common Portal or Service Centre and to upload supporting documents in e Sanchit. Supplementation of Bill of Lading details and additions to supporting documents are auto approved by the Customs automated system pursuant to Section 149; all other amendments require proper officer approval and are routed by the system according to whether they are filed before assessment, after assessment but before Out of Charge, or after Out of Charge, with specified requirements for document uploads and approvals.
