Declaration of value and quality requires owners to state and certify accuracy and contract conformity on customs documents. The owner of imported or exported goods must state the value, quality and description in the bill of entry, shipping bill or other prescribed customs document, certify that export quality and specifications conform to the export contract where applicable, and subscribe a declaration attesting to the truth of those statements at the foot of the document.
