Commissioner's power to sanction Insurance Fund expenditure is limited by budgetary provision and item-wise authorisation. The Commissioner may sanction expenditure on contingencies, supplies, services, and purchase of articles required for administration of the Insurance Fund without reference to the Central Board, subject to budgetary provision and authorised limits for any single item.
