Rules of origin cooperation framework establishes a subcommittee to oversee implementation, capacity building, and possible self-certification.

A Subcommittee on Rules of Origin is established under the Committee on Trade in Goods to oversee implementation of the rules of origin framework. It is to include officials from the competent authorities, Customs Administration and issuing authorities, meet at least annually, and promote capacity building and information technology-enabled services for issuance and verification of Certificates of Origin. The Subcommittee also evaluates continuation of certificate issuance or transition to self-certification procedures.
