Special provisions for Andhra Pradesh permit local reservation and an administrative tribunal under presidential orders.

The President may, by order, provide for equitable opportunities in public employment and education across different parts of Andhra Pradesh, including organising posts into local cadres, specifying local areas for recruitment and admission, and prescribing preference or reservation for residents or students of those areas. The President may also constitute an Administrative Tribunal with specified jurisdiction over appointments, promotions, seniority and service conditions, define its powers and procedure, enable transfer of pending proceedings, and permit abolition and transfer of cases; Tribunal orders require State Government confirmation or lapse after three months and the High Court has no superintendence over it.
