The amendment establishes the National Capital Territory with a directly elected Legislative Assembly whose composition and constituency arrangements Parliament shall regulate; Assembly law-making extends to State and Concurrent List matters applicable to Union territories subject to specified exclusions and to Parliament's overriding legislative power where repugnancy arises, except for Assembly laws reserved for and assented to by the President, and provides executive arrangements through a Council of Ministers headed by a Chief Minister advising the Lieutenant Governor, with presidential authority to suspend provisions and assume administrative control under failure of constitutional machinery.
