<h1>National Capital Territory: Delhi's Governance Structure Under the 69th Constitutional Amendment Act, 1991</h1> The Constitution (69th Amendment) Act, 1991 established Delhi as the National Capital Territory with a Lieutenant Governor as administrator. It created a Legislative Assembly with directly elected members and power to make laws on matters in the State and Concurrent Lists except for specific entries. Parliament retains overriding legislative authority. The governance structure includes a Council of Ministers with Chief Minister as head to advise the Lieutenant Governor. In case of disagreement, matters are referred to the President. Article 239-AB provides for Presidential intervention if constitutional machinery fails, allowing suspension of provisions of Article 239-AA and implementation of alternative administrative arrangements.
