Commencement date appointment: Central Government designates the Act to come into force under statutory authority. The Central Government, exercising the power conferred by sub section (2) of section 1 of the Constitution (Sixty ninth Amendment) Act, 1991, appoints the 1st day of February, 1992 as the date on which the said Act shall come into force by notification dated 31 January 1992.
