of <h1>Constitution 81st Amendment: Article 16 Clause (4-B) Allows Separate Category for Unfilled Reserved Vacancies Exceeding 50% Cap.</h1> The Constitution (81st Amendment) Act, 2000, modifies Article 16 by adding clause (4-B). This clause allows the State to treat unfilled reserved vacancies from a particular year as a separate category to be filled in subsequent years. These unfilled vacancies will not be combined with the current year's vacancies when determining the fifty percent reservation ceiling on the total number of vacancies for that year.
