Pleadings requirements: prescribed filing copies and tribunal leave govern late or supplemental submissions.

Pleadings must be filed as prescribed in sub rule (5) of Rule 3; each appeal or application requires four copies for the Tribunal's record and additional copies for service on respondents. No pleadings after the reply are permitted except by obtaining leave of the Tribunal on such terms as the Tribunal may set.
