Savings clause: amendments do not disturb existing rights, liabilities, remedies or revive lapsed legal matters. The amendment or repeal by this Act of any enactment shall not affect other enactments in which the amended or repealed enactment is applied, incorporated or referred to; nor affect the validity, effect or consequences of anything already done or any right, title, obligation, liability, remedy, proceeding, release, discharge or indemnity already acquired, accrued, incurred or granted; and shall not revive or restore any jurisdiction, office, custom, liability, right, title, privilege, restriction, exemption, usage, practice, procedure or other matter not now existing or in force.
