Revision of fines and penalties under scheduled enactments follows a periodic escalation framework, subject to enactment-specific revision mechanisms. Section 3 of the Jan Vishwas (Amendment of Provisions) Act, 2023 provides for periodic revision of fines and penalties under the enactments listed in the Schedule. The fines and penalties prescribed in those enactments are to be increased by ten per cent of the minimum fine or penalty after the expiry of every three years from the commencement of the Act. Where a scheduled enactment already contains its own manner for revising fines and penalties, that specific mechanism applies.
