Meeting procedure rules govern quorum, chairing, majority voting and conflict-of-interest disclosure at authority meetings. The Authority's meetings are governed by regulations specifying times, places and rules of procedure including quorum; the Chairperson presides or a Member chosen by those present if absent. Decisions are by majority of Members present and voting, with the Chairperson or presiding Member holding a casting vote in ties. Members must disclose in writing any direct or indirect interest in matters before the Authority, such disclosure must be recorded, and the interested Member must not take part in deliberation or decision on that matter.
