Power to remove difficulties allows central executive orders to resolve implementation obstacles, subject to parliamentary laying and oversight. Central Government may, by order published in the Official Gazette, make provisions not inconsistent with the Act to remove difficulties in giving effect to the Act; a temporal limitation restricts this power to a specified period from commencement; every such order must be laid before each House of Parliament as soon as may be after it is made.
