Government directions on policy bind the authority, with the government's determination of policy questions final. Central Government may give written directions on questions of policy that bind the Authority in exercising its powers or functions; the Authority should, as far as practicable, be allowed to express its views before a direction is issued, and the Government's decision on what constitutes a policy question is final.
