Power to amend the Schedule authorises government to amend the Schedule by notification, subject to parliamentary laying requirement. Section 31 vests the Central Government with power to amend the Schedule by notification in the Official Gazette when satisfied it is necessary or expedient; such notification deems the Schedule amended and must be laid before each House of Parliament as soon as may be after issuance.
