Bilateral safeguard measures commence on official gazette publication; provisional measures operate from the provisional notification date when serious injury is found. Bilateral safeguard measures under Rules 9 and 11 take effect on publication of the notification in the Official Gazette; if a provisional bilateral safeguard is imposed and the Director General records that increased imports have caused or threaten to cause serious injury, the notification must state that the measure operates from the date of the provisional notification.
