Serious injury investigations require public notice, party access, evidence sharing, and findings based on facts available when cooperation fails. Directs the Director General to publish notice of an investigation into serious injury or threat of serious injury caused by increased imports of an originating good, identifying the good, initiation date, factual basis, reasons, representation address, and response period. The notice and application are to be circulated to the Central Government, concerned trade associations or known exporters, the Government of the Republic of Korea, and other interested parties. The rule also permits calls for information, oral submissions subject to written confirmation, exchange of evidence between parties, and findings based on facts available where information is withheld or the investigation is impeded.
