<h1>Authority Reviews Applications, Decides Admission; Rulings Issued Within 90 Days, Rejections Must Be Justified</h1> Upon receiving an application, the Authority forwards it to the concerned officer and may request relevant records. The Authority examines the application, hears both the applicant and the officer, and decides to admit or reject it. Applications are not admitted if the question is already pending or decided under the Act. Rejections must be justified and communicated. If admitted, the Authority provides an advance ruling after further examination and hearings. In case of differing opinions among members, the matter is referred to the Appellate Authority. The ruling is issued within ninety days and sent to all relevant parties.
