Procedure autonomy: authority and appellate authority may regulate their own procedure subject to the chapter's provisions. Authority and Appellate Authority possess power to regulate their own procedure in respect of advance rulings under the Chapter, subject to the Chapter's express provisions; this permits internal rules of practice and process for hearings, evidence, timelines and decision-making so long as they conform to the Chapter.
