Transfer of goods to another warehouse requires bond officer permission and supervised loading with a one-time lock. Transfer to another warehouse is allowed only with bond officer permission on the prescribed Form; the licensee must not permit removal otherwise. Once permitted, the licensee shall, in the presence of the bond officer, load the goods onto the means of transport and affix a one-time-lock to secure the transport.
