Restrictions on CENVAT credit can be notified to limit credit use and suspend registration to prevent misuse. Central Government may, by notification, impose measures to prevent misuse of CENVAT credit, including restrictions on utilization of CENVAT credit, suspension of registration of an importer or dealer, and withdrawal of facilities, applicable to manufacturers, registered importers, first- and second-stage dealers, providers of taxable services and exporters; pending proposals initiated under the earlier notification procedure are to be treated as initiated under this rule and decided accordingly.
