Territorial application of convention: states may specify, extend or withdraw treaty coverage by declaration with a three month effect.

Each State may specify at signature or on depositing its instrument the territory to which the Convention applies, may later extend application to other territories by a declaration addressed to a Depositary, and such extension enters into force on the first day of the month after three months from the Depositary's receipt; declarations may be withdrawn by notification to a Depositary, with withdrawal effective on the first day of the month after three months from receipt.
