International tax assistance: Convention cooperation coexists with other agreements and may enable broader mutual cooperation.

The provision preserves the possibilities of assistance under the Convention as complementary to, and not constrained by, other international agreements or arrangements on tax cooperation, and allows Parties that are European Union members to apply the Convention between themselves when it permits broader cooperation than applicable European Union rules.
