Occupational safety and health rules enable states to prescribe detailed workplace safety, reporting and qualification requirements.

Section 135 authorises the State Government, after prior publication and notification, to make rules to carry out the Code, specifying matters such as advisory board constitution, application forms and fees, plan preparation, disclosure and publicity obligations, worker access to records, qualifications for hazardous work, medical examination procedures, exposure limits for toxic substances, plantation employer provisions, and restrictions on employment of women and adolescents; it also permits the Central Government, in consultation with States, to make rules to ensure national uniformity in occupational safety and health for factories.
