Disciplinary authority to remit, substitute findings, and impose or withdraw penalties under inquiry procedure.

Competent Authority may remit the case for fresh or further inquiry with reasons recorded; the Inquiry Officer must proceed under the inquiry procedure. If the Competent Authority disagrees with any finding it shall record reasons and may record its own findings where evidence suffices. Having regard to findings, the Competent Authority may impose specified disciplinary penalties notwithstanding other provisions, or may pass an order exonerating the employee if no penalty is warranted.
