It mandates a formal inquiry before imposing penalties, with distinct charges communicated to the employee, who must submit a defense. The Competent Authority or an appointed Inquiry Officer conducts the inquiry. The process involves presenting evidence, examining witnesses, and allowing the employee to defend themselves. If the employee fails to comply, the inquiry may proceed ex-parte. Upon conclusion, the Inquiry Officer prepares a report with findings, which is forwarded to the Competent Authority.
