The phrase 'before 1st December, 2010' is replaced with 'on or before 1st December, 2010' in the context of transitional arrangements. This change allows exporters who obtained a Registration Certificate from the Textile Commissioner, Mumbai, on December 1, 2010, to export cotton yarn within the specified quantity and validity limits. All other conditions remain unchanged.
