of <h1>Delegation of rulemaking powers under the Industrial Relations Code to the Lieutenant Governor of Jammu and Kashmir, subject to Presidential control.</h1> Delegation under article 239 directs the Lieutenant Governor of the Union territory of Jammu and Kashmir to exercise the powers and discharge functions of the appropriate Government to make rules under the Industrial Relations Code, 2020 where the Union territory is required to make rules as either appropriate Government or State Government; this authority is exercisable subject to the control of the President and continues until further order, enabling the Union territory executive to frame subordinate rulemaking in specified labour law domains.
