of <h1>Import rules for zinc dross and naphtha loosened: 'Free' status with user, SPCB and customs checks; avgas clubs exempt.</h1> The import policy under ITC(HS) Schedule I is amended for specified goods under Chapters 26 and 27. Zinc dross (HS 2620 1910) is changed from 'Restricted' to 'Free', with imports permitted only to actual users or traders importing on behalf of actual users authorised by the SPCB on a one-time basis, subject to customs verification of documents specified in Schedule VIII of the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, thereby allowing import subject to the stated compliance conditions. Light naphtha (HS 2710 1221), heavy naphtha (HS 2710 1222), and full range naphtha (HS 2710 1229) are changed from 'State Trading Enterprises' to 'Free', removing the STE channel requirement. Aviation gasoline (HS 2710 1250) remains 'State Trading Enterprises', but imports by flying clubs are made 'Free' subject to actual user condition and responsibility for safety norms, and without applicability of Policy Condition (5) of Chapter 27.
